Below Horse Shoe, a set of hand-built locust log steps runs up from the French Broad to a white oak picnic table, a metal fire ring and an open patch of grass, all under the shade of a very large beech tree. This is Beech Bluff, and it opened this summer. A few miles downstream, the boat ramp at the old Lazy Otter Outfitters property on Banner Farm Road is open to the public again.
Neither one is big news by itself. Together they change how the river along Etowah's edge works. It used to take a long day to paddle. Now you can put in, float a short section and take out again in an afternoon, and you can still do that now that the summer crowds are gone.
Before Beech Bluff, paddlers on the French Broad Paddle Trail had no campsite for roughly 20 miles between Poplar Bend in Pisgah Forest and the Mud Creek sites near Mills River. MountainTrue calls it the longest stretch south of Asheville without a place to camp. The new site splits it into runs of about 12 and 8 miles. Conserving Carolina owns the land and provides the public access. The AllTrails Stewards Fund and North Carolina's Complete the Trails program paid for the work.
The Paddle Trail campsite list places Beech Bluff at river mile 42. The Horse Shoe Boating Access Area is at mile 41.5. That puts a reservable overnight spot about half a mile below a public ramp most people in Etowah can drive to in a few minutes.
Here are the booking details:
The toilet is still an open question. MountainTrue's July announcement said Beech Bluff didn't have one yet but would "by early fall." The current campsite list still says "OPEN – NO TOILET." Check with MountainTrue before you plan around it. Its other sites each have a picnic table, a fire ring and an elevated composting toilet.
The campsite matters more because of what changed downstream. Lazy Otter Outfitters closed in 2024. In July, MountainTrue announced that it had partnered with the former outfitter to reopen river access at 10 Banner Farm Road in Horse Shoe. MountainTrue will maintain and run the site while it's open to the public, with support from the Community Foundation of Henderson County.
That ramp fills the last long gap in this part of the river. Here are the public access points in order, going downstream, with river miles from the French Broad Paddle Trail's access list:
The shortest leg is Penrose to Blantyre, about 3 miles. Blantyre to Horse Shoe is about 6.5. Before this summer, anyone going past Horse Shoe had to commit to roughly 11 miles to reach Westfeldt. The Lazy Otter ramp breaks that into two pieces. According to the Hendersonville Lightning, the nearest public accesses are about four miles upstream and seven miles downstream of it. Jack Henderson, who manages the Paddle Trail for MountainTrue, described the Horse Shoe section this way:
"The Horse Shoe Bend is a unique piece of the Paddle Trail not just because of its natural beauty but also because it's so convenient for paddlers in Hendersonville, Brevard and Asheville."
The Lightning called the stretch on either side of the ramp a "scenic, tree-lined section removed from road noise" that works well for "an easy afternoon or evening paddle." No one has published hours, parking rules, fees or seasonal dates for the Lazy Otter site. The Paddle Trail lists it as open. Lazy Otter's own website still says public access won't be available for the 2025 season, so the newer MountainTrue and Paddle Trail listings are the ones to go by.
With the river split into short legs, the season lasts longer than most people assume. Many people think of the French Broad near Etowah as a summer trip. That's understandable, because the best-known packaged trips run on a summer schedule. Headwaters Outfitters in Rosman runs self-guided canoe and kayak trips daily from April through October. Those trips cover the first 20 river miles below Rosman, though, which is well upstream of Penrose.
The service that matters for Etowah's stretch is the shuttle. Headwaters says it runs French Broad shuttles to public river accesses seven days a week, all year, by advance reservation. It also rents boats and gear for custom trips. Its posted shuttle prices for the accesses on this reach are:
Take-out | Listed shuttle price |
|---|---|
Penrose | $60 |
Blantyre | $65 |
Horse Shoe | $75 |
Westfeldt | $75 |
Headwaters says prices depend on distance and the size of your group. Shuttles need an advance reservation and full payment. Walk-ins are served only when there's room during non-peak seasons. Headwaters hasn't posted an October end date for the shuttle, and its page doesn't suggest one.
If your group has two cars, you can skip the shuttle on the short legs. A 3-mile Penrose-to-Blantyre float or the roughly four miles from Horse Shoe to the Lazy Otter ramp only needs one car parked at each end.
October brings cooler water and more variable flows. The river is also rarely crowded.
The nearest stream gauge is USGS station 03443000, French Broad River at Blantyre. It reports gage height and discharge as provisional, near-live data. The Paddle Trail doesn't publish a numeric safe level for that gauge. Its guidance says high water increases swift current and debris hazards. It recommends checking weather and gauges, thinking about postponing before heavy rain, and staying off the river at "High" levels if you don't know it well. Headwaters publishes flow guidance too, but it applies only to the upper river around Rosman, not to Blantyre.
A few more checks:
The same access points serve anglers. The Paddle Trail describes the fishing as excellent, with smallmouth bass and brown and rainbow trout among the species. It also advises staying off the water after heavy rain.
For trout, the bigger fall event is in nearby tributaries. NCWRC's 2026 delayed-harvest schedule stocked the North Fork Mills River in Henderson County the week of September 28. The East Fork French Broad in Transylvania County is scheduled for the week of October 5. Since October 1, delayed-harvest waters have been catch-and-release only, with single-hook artificial lures and no natural bait. NCWRC has also warned that renovations at the Setzer Hatchery will reduce trout stockings in 2026, 2027 and possibly 2028.
The new stops also make it easier to combine both. A float from Horse Shoe to the Lazy Otter ramp is about four miles. Add a reserved night at Beech Bluff and an Etowah group can paddle, fish and camp without going farther than a short drive from home.
Our office in Penrose is just up the road from the Penrose Boating Access, and we spend a lot of time on the same stretch of river.
